I’ve heard some fucked up theories but that takes the cake. Of course she has no proof so I’d take her statement with a grain of salt.

What she is doing is offering the killer a way out. If he makes up a story about how a government agent recruited him to take out some domestic enemies of America and stick to it in court he might get a "not guilty" verdict. Of course he won't be able to produce the letter of reprisal but he can claim that a federal agent said that he was doing official government business by shooting those people. And we all know how the government takes out people in other countries.

The AZ GOP is a bit nervous, and moved immediately to distance themselves from her. They risk losing the majority they now have both state houses.
