No He was hired to kill him Carlos Marcello wanted Kennedy dead so he had Oswald do it for him but Oswald was gonna rat out Carlos Marcello but Carlos Marcello had his friend Jack Ruby kill Oswald to so he would keep his mouth shut

@JohnOinger Ruby left his precious dachsund in his car at the police station. If this was so planned, wouldn't he have seen to it that the dog was going to be taken care of, not left outside the station in a car Ruby would never see again? And had Oswald not stopped to put a sweater on, Ruby would have missed him altogether. Ruby was a known to hang out at the police station and can even be seen in a photo of one of the earlier press conferences.
