Cubans not welcome in United States?

DHS secretary warns Cubans not to come to United States. He says you will not come to the US. While the southern border is wide open.
Could it be because most Cubans vote Republican?

Not the message.

First, no borders are wide open. Period.

Secondly, the warning was two-fold. Illegal immigrants still won't be tolerated and since migration by sea is among the most dangerous ways of getting here, people are being warned not to risk their lives and the lives of others just to be sent back.
