Cubans not welcome in United States?

DHS secretary warns Cubans not to come to United States. He says you will not come to the US. While the southern border is wide open.
Could it be because most Cubans vote Republican?

The south border is not wide open - we are turning away all asylum seekers that are not unaccompanied minors.
