Cubans not welcome in United States?

DHS secretary warns Cubans not to come to United States. He says you will not come to the US. While the southern border is wide open.
Could it be because most Cubans vote Republican?

ONLY Cuban cigars

@SW-User I'm a cigar smoker. Maybe two per week and only the best. I don't like Cuban cigars. Largely because by the time I get them they haven't been properly taken care of. They're dried out and don't draw well. Taste like a leather shoe.

Dominican cigars are the same seed, same growers, from one island over.
