Cubans not welcome in United States?

DHS secretary warns Cubans not to come to United States. He says you will not come to the US. While the southern border is wide open.
Could it be because most Cubans vote Republican?

Ha, how would any of those dumbasses at DHS know? They dont check anybody. And yes I believe they dont want them here because they would not vote for socialism...like China wants.
