What's the difference between cultural appropriation and adopting/assimilating new cultural practices?

Definition of culture appropriate:
the unacknowledged or inappropriate adoption of the customs, practices, ideas, etc. of one people or society by members of another and typically more dominant people or society.

I feel like if this was about mocking someone culture then culture appropriate would be a bad thing, but if you’re just enjoying to do different things outside of your culture, then it’s fine.
Also, literally ever culture has dreadlocks in them

It's a line i'm not sure of. Of course mocking someone's culture or using it as a joke would count but what about adopting parts of the language or attire?

@Pikachu if you learn a different language and where a different style of dress, (for example) then those idiots clearly had some learning difficulties.
I’m not too sure about wearing special clothes
(like religious ones), as that could maybe be the expected to the rule
