wouldnt it be better to put off election until after pandemic,as really govt should be preoccupied with handling the covid pandemic ,instead of rallys

⅔ vote of the Senate plus a majority (51%) of all the governor's would be required. Not going to happen! Not in this Senate.

@DeWayfarer then you read the requirements wrong. The governor's have to sign, but in each state the citizens have to vote to approve the amendment, but first both houses of Congress would have to pass it and the president sign before it would go to the states.

@DeWayfarer I was not commenting on that, only on the process. I believe congress has approved 30+ amendments and sent them to the states and the state legislatures have not approved them. The writers of The constitution intentionally made it very difficult to change the constitution.
