Overall, I think it would be MORE helpful to instruct criminals, drug users, and dodgy characters of ALL races who think they MIGHT run into the police at some point in their lives, to stop taking lethal levels of drugs, and to NOT resist at all...not even one bit...when they are apprehended whether on suspicion or otherwise. I think the police need to have a commercial on television instructing everyone on how to behave when apprehended so they won't put their lives at risk.

I think, also, that when the police confront breathing difficulties or general mental health issues, they don't currently have correct responses to those who have a combination of drug and/or mental health issues. I think an ambulance needs to be called far more often. Ambulance workers know how to check vital signs and administer oxygen if need be, and can determine more quickly if the apprehended person is at risk of death.
