Article 1, Section 2 of the
United States Constitution
says:

[U.S. Attorney General Robert H. Jackson ruled, in 1940, that there were no longer any Indians in the United States who could be classified as "not taxed." And the partial counting of slaves was changed to counting former slaves as full persons with the adoption of the 14th Amendment.]
