Since non citizens are over represented on cities vs rural, apportioning via citizen means you're taking political power from cities and giving it disproportionslly to rocks and trees in rural areas.

I’d add that even now most rural areas are in essence subsidized by the economic activity of the bigger cities in their states or by the Federal government.

If right wingers were actually “conservative” they’d adopt a market based approach and let the rural areas fail. @GoldenWorm
