I was under the impression everything that is presented to a FISA court was to be hard intelligence, verified by the signatory to be true. The existence of the report is evidence in itself, and the fact that its contents were not verified and produced by the opposition was disclosed in the applications.

FISA applications actually get approved at a staggeringly high rate, precisely because when it comes to foreign intelligence purposes, standards of evidence are lower. It’s a national security thing.
