Should a true Artificial Intelligence be considered a person? Like Data from Star Trek or The Vision from the Avengers?

I think the question isn't, "Are they a person", but that whatever they are do they deserve the same rights as human.

We don't give those same rights to animals, but perhaps if a lifeform, stood up and clearly asked for them, we might reconsider.
