Yet .. hair and skin color and tone do make differences in appeal that vary across the audience. Look at the responses .. proof of it.
Women change their hair color, choose the make up they do, tan their bodies, etc. to find what looks best on them.

Attractiveness is very subjective, which means both men and women are attractive to the eyes of their beholder and no one else.
What I will say very objectively however, is that #1 looks Italian, #2 looks 4th generation Caucasian American, #3 looks Nordic and #4 looks East Indian.
