It stands for and I quote: "Beginner's All-purpose Systems Instruction Code."
Back in the 1970's and 1980's, BASIC was used with computers such as The Apple II, the Commodore PET, Commodore VIC-20, Commodore 64, and the Tandy Radio Shack Color Computer to name a few.
