i got this Android new cell phone but can't use any dialer from its window face , there isn't a dialer there ,

i finally google a chat bar and talk by text to technicians who can help me but i need to send em 2 $ ,ha ha i only got cash on me cause my bank card was refused too , had to go to the bank and withdraw all my freaking money in cash thats how i bought the phone at walmart , it seemed to wok in the store but at home another story ugghh ! sigh !
