Yes! I've been a flip-phone lover as well until my local ISP abandoned the 3G network I was using.
My priority was size and weight.
From my research, I discovered that the Apple iPhone 16 was the smallest and the lowest weight of all cellphones which offer data (flip-phones have no data, only talk and text).
The great thing about the iPhone 16 (base model) is that the screen is highly resistant to scratching, which means you DO NOT require a padded case OR a screen protector! Their new screen surface is their latest upgrade which is used on the iPhone 17 as well.
Anything better than the iPhone 16 (16 Pro, etc) comes with added weight and slightly larger size. The iPhone 16 is the closest to the SE that you'll get.
The iPhone 16 is also waterproof down to 30 feet.

I fear you might struggle to find one that fits all your specifications!
Waterproof to >10 feet, though? Impact resistant to >20 feet? Where do you intend using it?
(I tried a smart-phone for a while. Hopeless: bulky, heavy, far too much pointless software, and so difficult to use I missed calls, lost messages and could not reply to others. It also cost far more for the contract than my actual use. Eventually I sold it and bought a basic 'phone on which speech calls are the primary function, on PAYG. My Internet access is all via a PC on a broadband service, as I need such a PC for my purposes anyway.)
