Depends on which android phone. My Motorola that is apart of the OS.

Google doesn't want to force the developer issue on all Androids. A different business perspective than Apple, who forces everything to be paid for, just to write an app.

Want to know why Apple costs more? You are paying for app development fees.

Want to know why SW doesn't even have an illusion of an app on Apple devices? They have to pay developing fees.

If you understood coding I could show you the code on this site where this site uses all types of google coding, fonts and such. It's all free to use.

Almost nothing by Apple. I don't recall even seeing it in fact. There's a lot of code that I haven't seen.
