Find a newer used PC from a reputable brand, open box or refurbished. You could save a bit of money by getting something with no operating system and installing Linux on your own.

Years ago I bought an open box refurb from Best Buy, in store. A Hewlett Packard 17 inch, the box was damaged during shipping and sent back to the factory for testing to make sure the PC wasn't damaged beyond the surface scratch on the outside case. I saved over $100 on it, and it was a new model for that year (2013). I still use it, and it works fine.
Unfortunately, I wouldn't get anything from HP or Lenovo any longer, despite them being my favorite manufacturers in the past. The quality is not what it used to be.
Try to find something from a manufacturer that still has a good reputation (maybe Dell?), and see if you can get a refurb directly from the manufacturer, with a warranty.
You aren't gaming, so Linux should work for you, and you can get installation media directly from most Linux makers at a fraction of the cost that Windows would charge for license and OS. I've used Linux for years and personally find to be superior to Windows.
Linux Mint, Debian Edition, is one of the best and easiest, and you can get it for free directly from their website. I would recommend Debian Edition as the Ubuntu Edition is produced by windows and I hate everything about Windows. Debian Linux has a fantastic package installer!! Super easy to use.

If you are not comfortable with downloading an OS online, and installing it on a thumb drive, you can contact Linux Mint online and they will send you installation media directly for a small donation.
Many Linux OS's have become highly polished and easy to use, and they don't have a bunch of crap like keyloggers running in the background.
I have 4 laptops, 2 towers, and one "all-in-one" running different versions of Linux, and they all work fine.

@UnderLockDown I appreciate the thorough and informative reply. I was doing what you suggested as I was looking at certified refurbs on major brands on eBay.
I have heard people say there is a real noticeable difference between a 16 inch screen and a 17 inch - is that right?
I am out of work now so I would be searching for jobs on this computer mostly and downloading music and video.

@AmericanAvenger I like my 17 inch screen, it has a great picture, but I haven't played around with any newer 16 inch.🤷♂️ If you buy from ebay, make sure the seller has an excellent rating!!! I have had good luck getting used computers and motherboards on ebay, but be careful just the same.
I see a lot of complaints about windows 11, you should consider Linux. Forgive my constant pitch for Linux, I just genuinely find it to be better than windows.
