Can I take my Laptop battery out...

I'm confused about the use of laptop batteries VS using a laptop with it plugged in. In the past I went through 2 batteries and couldn't recharge them. Should I only use the laptop battery when I'm away from home, or just use my laptop plugged in without the battery? (If that makes sense)

I use to have a cell phone the battery quit working. It only work with the phone plugged in
