How come a dog can stare at you all day without blinking but when you stare back they freak out?

One of my dogs does this. And yes when I have had enough of his freaky behaviour I stare back. Until he can't stand it and bolts. That's when the other dog jumps in. He don't know whats going on but his gonna bark at it until it goes away.
