A number of other prisons have similar programs, and they're remarkably successful. In addition to cats, some of the programs involve caring for dogs or horses.
As most prison inmates will be released someday, we all benefit when they've learned to care for the vulnerable instead of seeing them as potential prey. I haven't seen statistics on this, but I'm willing to bet you find a lower recidivism rate among inmates who've been involved in animal care programs versus those who haven't.

I can totally believe that. Pets bring out our humanity. I think because the cats hard a hard life and were rescued, the inmates can relate to them.

That's a great idea, but I would worry a bit they’d use the cats to hurt the others a times. There’s always those ones. But of course if it cuts down stuff that much, it’s good.
