Would you call animal control services on someone

Who told you that during a hurricane their house flooded and they left their cats in cages in their house and they died?
A coworker told me someone they delivered to told them this, what would you do and would animal control services come take the remaining animals and perhaps punish the people

What were the circumstances? Did they have time to save them? I've never been in a hurricane but that is a life threatening event, so details about the circumstances are crucial.
