Dog locked in kennel, need help

So my mom is staying with this elderly couple who just bought a dog but the dog is kept couped up in a kennel all the time. I came by to use their printer and its just sad watching that dog. Shes obviously bored, making all sorts of ruckus begging to be let out. Theyre too old or sickly to play with her too. But i dont know what to do or who to call.
