The US doesn't need any other super power to take them down as the US is taking themselves down all by themselves. However, in the event the US is taken down by a foreign nation, it will be Russia and China that do so.
If you look at religious prophecy, the nations from the utmost north, (Russia,) and the nations from the East, (China,) as well as the African nations will all rise up against Israel.
Now, assuming this is correct, Israel's greatest ally is the US. If Russia or China wants to attempt to wipe out Israel, then it would make sense for them to wipe out Israel's greatest and strongest ally first.
As far as a new empire, there has already been talk about a one world gov't and a one world currency. These things will happen in the not so distant future.

@LordShadowfire If you have ever studied or researched Bible prophecy, especially the book of Revelations, you see that much of that is coming true today. More so than at any other time in history.
Just to mention a little of what the Bible says.
Nation shall rise against nation, brother against brother...
There shall be earthquakes, floods, famines, etc...
People will cry out peace, peace, and there will be none.
Look around, it's all happening now. And it's going to get worse.
BTW, before you knock the Bible and/or God, you might want to consider this...
I'd rather believe in God now and find out after death that it was all a lie than to not believe in God now and find out after death that He does exist. It costs you nothing to believe in and have faith in God.

@LordShadowfire The Bible, (both the old and new testaments,) prophesies and traces the beginnings of the earth and follows the lineage to Jesus Christ and what the future holds. No other book, written by numerous God inspired authors exists in such depth or historical detail. Other religions, other gods, etc. were all created after the Bible. God does give us free choice as to what we follow.
BTW, archeologists have proven many of the biblical events and miracles of the Bible.
