@Mindfulness In this context, it generally means affluent middle age-to-old suburbanites who insist that no high-density housing should be built in their neighborhood. They insist this in part bc they think it'll help their home value, in part to fight traffic, and also in part to protect the "character of the neighborhood," which is usually code for keeping non-white people out. There are other valid uses, but that's the main one.
