There was a horror webcomic about zombies and vampires once. I don't know if the author continued writing it or not. Their take on it was that a zombie is what happens when a vampire starves for too long. It was called Last Blood.

Unfortunately, I don't think it addressed your specific question, but it would explain why zombies are able to turn people into zombies.
