First things first in order to terraform the planet they'd need to somehow fix its gravity. To shield from solar flares. Which would also eliminate the magnetic storms and perhaps help with the formation of an atmosphere. Maybe with a dense enough gas it could adhere to the planet creating a greenhouse effect to heat it up. Gathering energy would be horrible with four months of magnetic dust storms. Maybe creating a super tall metal spire with wires and collecting energy from the solar panels ABOVE the storm? Idk how The Musk is gonna do it
