Yes, they may like the attention they get from having a victim mentality. It's a familiar place and they can get stuck or wallow in it.

Have a sister like that.
She's begging for things on Facebook and going to get mad if no one responds.
My one sister tried to tell her contact somebody in private and ask if you need something she just doesn't get it.
