When people tell others to just "ignore" verbal abuse

I mean, I know they mean well ... I guess...

But what I don't understand is that if someone were to tell me to just ignore it and not worry about it,
And if I were to suddenly start verbally abusing them,

Pretty sure it would have an impact on them and they would give a pretty defensive reaction,

For example,

Imagine a pre school teacher telling a kid: "sticks and stones will break my bones but words will never hurt me"

And the kid responds with: "what would you know you old hag? You're just a fat old piece of dried out elephant skin that hasn't been on a date since the 1800s"

Yeah, pretty sure that kid would get sent to the principals office, or scolded, etc, or something

The teacher would have been better to ask the student who was calling them names rather than tell the student to ignore the nasty comments. Ignoring nasty comments won’t make then go away.
