I don’t think it’s okay to deceive your partner. If you both agree to an open relationship, then okay, sex outside that relationship isn’t cheating.
But if one person wants a monogamous relationship and the other doesn’t, accept that you don’t want the same things from the relationship and part ways. Don’t sneak around on the person—that’s crappy.
For myself, I never want an "open" relationship, that’s not a relationship to me. You can screw everyone in town while staying single and uncoupled. 🤨
