It only means the moon aligns with the sun, where you are, just after dawn. Stay up or get up early and go and look at her. It's rather simple.

You can celebrate it whenever. I usually celebrate it at night because that's when I can see it.

@nonsensiclesnail These days, I mostly just acknowledge her, stand in her light and thank her. I used to be much more elaborate in my rituals, but as they are solitary rituals, it got old.

@nonsensiclesnail Besides basking in her glory, hopefully with a fire, I recharge crystals and make moon water. Unfortunately I was unable to schedule a camping trip to coincide with this full moon.
