Here is what NASA actually has had to say about this. The upshot is: 1) yes, the moon does go through a natural, periodic cycle of wobbling, which does affect tides. This has been known since the 18th century. 2) Historically, this has not been a major problem 3) but because climate change IS REAL due to all the things that your post implies we need not worry about, NASA is worried that the current cycle of moon wobble will have a more dire effect than in the past.
