The good ol' Double Standard. Plus males don't feel threatened by naked women, but can feel threatened by the competition from naked males. The whole women-as-things to be possessed/owned vs other men seen as threats to that ownership/possession.

Intent has everything to do with this.

Female exhibitionist with actual sexual intent are even far more rare than just exhibitionist. Yet compared to female nudist naturalist, a plain old exhibitionist is rare.

Well exhibitionism is a little taboo, as it implies the need to expose and the desire to be seen. What annoys me is that naturists get thrown in to that same bracket, when there is no desire to expose, no desire to be seen, no sexual connotations at all, just a love of being nude outdoors. Yet if I happen to get seen walking nude in a forest miles from anywhere, I'll be judged as being a pervert.

Simple, look at the difference in the anatomy - the female form is seen by all as beautiful - a work of art, and the male form, at best, utilitarian.

The main difference is that a lot more males will be predatory and that is often the motivation behind their exhibitionism. Predatory females do exist but in far fewer numbers. Let's face it, there is an endless supply of men wanting to force their nudity on women.

Men have had a monopoly on topless until fairly recently and no one put them in jail. But you must be thinking of men in trench coats, exposing themselves to little kids. That's criminal exhibitionist behavior.
