I have a good friend that works for public works, and he's had very similar experiences to you! Of course when he tells the stories of mucking about in $h!t, he makes it sound funny. The reality is not funny at all!

Weren't there warning signs? Please be more careful. Falls can cause permanent injuries. You should file a report. In case of anything.

@PoetryNEmotion it was definitly my fault. I was complacent.
I perform bridge inspections occasionally. This time i was wearing waders and walking under the bridge through a creek. I didnt take the probing rod since it was "supposed to be" a quick look. The bottom of channel was rock and relatively flat so i figured it was all good (should have known better). Luckily the it was filled with water and i floated down. But it was freezing.
