@G7J2O in the case of social security, the issue was that no date of death had been entered because the person died before the database was created. Going back and manually entering legacy data is tedious and expensive.

Are you talking immigrants who have become citizens, or legal permanent residents? If the former, that is probably unconstitutional. If the latter, the requirements for them to get public assistance in the first place are challenging and lengthy (5 years or more) so this seems more like a solution in search of a problem. That said, I don’t disagree in principle because the point of public assistance is to help USA communities; however, the cost to enforce something that may not happen that much could outweigh any savings.
