A quick Google search confirmed my suspicion that the vast majority of trans women have not had bottom surgery. Estimates are that somewhere between 5 and 13% have had it. So the exception you want to see would apply to a tiny number of trans prisoners.
On a side note, most conservatives get whipped into a frenzy by the phrase “gender affirming care” because they automatically assume that means, as I think Sunsporter so eloquently puts it, a “chopoffadicktomy”. Not only do trans kids never get that, even most trans adults don’t either.

@wildbill83 I don’t think any of those scenarios you listed are comparable to gender-affirming care. Are you a doctor? What I’ve read is that the doctors and medical experts agree that gender-affirming hormone therapy is safe and reversible. I’m not a doctor, I don’t study medicine for a living, so I trust the experts. The only people I’ve noticed not trusting the experts are conservatives who don’t study medicine, who disagree because, as is common across many issues with contemporary American conservatives, science disagrees with their conservative sensibilities.

@DogMan you must understand that transexuals, both male and female make up about 1% of the population. That is about 3 million, nation wide.
15% is not possible. Well...let's say that one state decided to house all of thier trans women prisoners in one prison.
Say 400 inmates. That would be 60 trans women. Even that scenario seems tilted.
