Based on the performance seen so far by Russian forces in Ukraine - NATO.
Plus, Russia’s pot to fund war is dwindling fast, whilst NATO countries are actually increasing spend on their military capabilities.
The concern is, if Russia were ever on the back-foot, they’ve been fairly vocal about their willingness to use nuclear arms. Maybe a bluff, but not one anyone is willing to call.
