Is it true that Berwick upon Tweed didn't sign the peace treaty at the end of the Crimean War and is therefore technically still at war with Russia?

@GeniUs it's the Crimean War all over again. The first one came about because of the collapse of the Ottoman Empire. Russia wanted it but the French and the British decided otherwise.
