Tectonic plates that cause earthquakes have absolutely nothing to do with the ionosphere. It's simply impossible that anything that far up could. The mass itself of any given tectonic plate is far too great by at minimum quadrillions of times.

You're like saying you could move a whole continent all by your own self. Or any group of people could do so by themselves.

Haarp operates at a frequency range of 2.7 to 10 MHz. It requires targeted, focused, powerful ultrasonic frequencies to even begin heat something as dense as rock in close proximity (ultrasonic is 20+MHz), You'd need something in the high gigahertz or even terahertz range (thousands of times more powerful than any current transmitter) to melt rock at distance.

Of course, it you want to ignore actual physics and common sense, your 5G cell phone (24.25 GHz to 52.6 GHz) is more likely to cause an earthquake than haarp... 🤣
