Have you ever walked the streets in the early morning and saw the traffic lights doing their thing for noone?

In some countries at quiet junctions overnight or other off peak times, the lights revert to a caution (amber) light in all directions or on pedestrian crossings turn off altogether. There is something slightly eerie that I can't explain about those lights just cycling through the sequence whether anyone is looking or not.
