What's the best Steven Seagal film?

I've got to say Hard to Kill (1990), Under Siege (1992), Exit Wounds (2001), and Urban Justice (2007).

I know I saw quite a few of his films many years ago, but the only one that sticks in my mind is UNDER SIEGE -- probably because of the rest of the cast rather than Seagal.
