Hawaiian Dream. It's a film about two Japanese illegal aliens in Hawaii who work as drug dealers posing as tea merchants. After being arrested, they make a deal with a police lieutenant (played by G. W. Bailey, best known for the Police Academy movies) to arrest a high-profile crime lord with the promise of becoming legitimate U.S. Citizens.
