National TV stations, go through local station for distribution. There are some commercials that air nationally, but most advertising is done at the local level on a day-to-day basis.
You will get different commercials, based on where you live.
Today, it can be narrowed down to the neighborhood, and pretty soon, it will be narrowed down to your level, just like Facebook does today.
So, yes, the same channel. Let's say you're watching the evening ABC news, you will get different commercials in your Florida home, that are different from the commercials someone gets in their Boise, Idaho home.

Not to my knowledge. What you're looking for would be called an "aircheck" and those are usually for internal use only.
