Mental illness may explain a felon's actions but it doesn't/shouldn't absolve them of them.

I notice all those who claim or are found to be mentally impaired are 'known' for the crimes they have committed.
Nobody ever said of the same how 'Wonderful they are with children'. Or "What talent they possess as a gardener/chef/tailor/etc.

The threshold for evidence of mental illness really needs better qualification.

And the starting point for all taking of life should be at least 30 years in my opinion.
