Who is allowed to hit you with a phone call at 1 AM without getting blocked?

Everyone offline that knows me knows I have a 10pm to 9am rule, I have this scheduled with my do not disturb mode, I only have one exception, my bff in Denver who is homeless, she knows she can call me any day or night.
