What's happening is such massively unprecedented levels of stupidity that scientists had to study it. Basically scientists were fascinated that in nearly every authoritarian regime, the high ranking members in the secret police forces were always described as mediocre, low skilled or uneducated so they set about trying to figure out why a regime would trust their countries safety and well being to massively stupid people.
