This was in 1976 at a Blue Oyster concert. They didn’t care if people smoked their pot when the lights were off. I did it when the lights were on.
They didn’t do anything at the time but when the concert ended they knew my pipe was in my pocket so they shook me quickly down and took the pipe!

Police can’t do anything unless you commit a crime. They might try to give you a load of BS that they’ll arrest you but it’s nonsense. We do have freedom of speech.
