Is this right, or am I wrong?

I saw a girl of about 14(?) in the theatre on Saturday. She was small, very pretty and wearing a very short clingy "microdress" that barely covered her rear. In a major city, late at night, it just screams "potential rape" to me. I know that's wrong and she should be able to wear whatever, but I do wonder where her parents were to educate her.
Have I got this wrong?

Young people can make strange choices, but it is still incumbent upon adults to behave decently. Rapists will rape irrespective of the 'provocation'.

@SunshineGirl Another poster mentioned that it's for adults to "restrain themselves". The truth of it is, after six pints of wifebeater lager in the downtown area of a major city, I'm not sure it's safe for a young girl dressed provocatively.
