Well this is discouraging... I'm studying web dev myself. I wonder the same things, if I'm just wasting my time.
Don't be discouraged, you don't know how many times your name came up as a possible candidate and one other guy was selected instead of you. Just keep shooting out the resumes and learning the latest and greatest and it will come.
Keep your options open, if you concentrate on just programming you may bypass interesting careers that would be even more fulfilling.
The goal is to be accepted into the company, show them what you can do, and then move into the position you want. You need a solid resume to achieve that. Demonstrable skills etc.

I hope you accomplish your goal. I really felt this. I was in a similar situation some years ago. I started unpacking some of it and realized I talked about my goal often but held little accountability to myself. It was a painful realization. Made me accept and face a lot of truths. Lots of shame based thinking and people pleasing were behind it. I hope you nurture your mind, spirit and heart in all the ways you need to sit with yourself. Life is really, really hard sometimes. I have an idea you might like. You're still very young and this is very doable. Pick a vocation that you like. If you pick something like welding, you know that's always going to be in demand, you could go to welding trade school which wouldn't take very long and then you could start your own business and work for yourself! How about that?!!

Move to looking at careers that are associated to programming. If Technology is your passion there are many other career paths besides programming. Spend time researching and work out what excites you. If you are passionate and have core skills and knowledge, prospective employeers pick up on that. Good luck with your career
